Definition:

 

Responsible to oversee the eligibility activities of assigned staff assigned to the HCV Program.  Oversees the quality of Federal Housing Quality Standards Inspections.  Does clerical work of above average difficulty.  Extracts statistical data and assists in producing analysis.  Assists the HCV Manager when required.  Performs other duties within the classification.

Example of Duties:

Interviews new applicants for eligibility and conducts briefings for new applicants.  Responsible for portable certificates and vouchers and documentation of statistical data pertaining to portability.  Trains HCV Staff in Housing Authority policies, rules and regulations for new tenants and owners; when indicated, assists eligibility personnel with backlogs.  Initially qualifies new clients for assistance using various income verification techniques; insures communication between property owners and office staff; contacts various agencies for clarification or information relating to applicant eligibility; insures quality of status reporting from clients to eligibility personnel, reflecting current and authentic documentation.  Maintains a variety of files relating to eligibility determination; gathers statistical information and prepares reports monthly; responds to client, applicants, and owner inquires; maintains a polite and courteous relationship with clients, landlords, and persons involved in office transactions.  Inputs claims into computer and establishes accounts receivable.  Updates all forms pertinent to the Program.  Inputs administrative data into computer and distributes data to appropriate staff members.  Interacts with various local agencies.  Counsels various clients when necessary.

Provides interpretations to staff based on available rules and regulations; responsible for selection of eligible participants from the existing waiting list; oversees eligibility data input into the current data management system; responsible to monitor the daily eligibility activity within the HCV Department.  Provides regulatory briefings for new clients and landlords.  Conducts quality control reviews of eligibility staff as well as housing inspector.  Assists in annual reviews for various HCV functions, according to the department, when necessary.  This position will assume responsibility for the department in the absence of the HCV Manager.  Operates a motor vehicle as necessary to perform duties.

HCV Supervisor (Continued):

type of work of above average difficulty without supervision.  Ability to post and make arithmetical computations rapidly and accurately; ability to operate various equipment, especially a working knowledge of a personal computer workstation or equivalent, and demonstrate a working knowledge of a Sect. 8 transcription device; ability to type 40 words per minute, and knowledge of modern practices and procedures; working knowledge of Section 8 certificate and voucher regulations and procedures; aptitude and liking to work dealing with people; orderliness; neat personal appearance, and the ability to get along well with others.  Must also be able to meet the minimum physical requirements of the job, certifiable by a required physical medical examination performed by a recognized medical practitioner, at employer’s expense.

Education:

Equivalent to two years of college (48 units or more); practical experience in the performance of general filing and record-keeping functions, and at least one year in a HUD-related housing eligibility position.  One year of actual experience in an office clerical position will be accepted as equivalent to one year (24 units) of completed college education.

License:

Mandatory to possess a valid California driver’ license, and must present DMV printout if required by employer for verification.  Applicant must also be insurable and acceptable to the insurance company providing auto insurance to the Housing Authority.

Other Qualifications:

Must be able to verify that physical condition is satisfactory for the requirements of the job.  Employees must demonstrate the ability to perform the essential functions of the job, with or without reasonable accommodation for disabled individuals as defined within the Americans With Disabilities Act of 1990, as amended.  Initial employment shall be conditional on such verification as determined by a required standard pre-employment physical at the expense of the Employer.  Existing Housing Authority employees are exempt from satisfying this criteria regarding the conditionality of employment prefaced by a pre-employment physical.

To be an employee of the Housing Authority, a person must be a citizen of the United States, or an alien who has been either lawfully admitted for permanent residence, or authorized to be employed under the terms of the Immigration And Nationality Act, as amended, or as directed by the Attorney General.  Must also attest to the fact that he/she is a United States citizen or alien admitted for permanent residence or authorized employment, and must provide supporting documents to show identity and employment authorization.
