The Housing Authority of the County of Merced (Authority) has been providing quality housing for the citizens of Merced County since 1942. Over the years, the organization has grown and developed to meet the changing needs of its residents. The primary objective of the Authority is to provide decent, safe, and sanitary housing to low-income families at an affordable price. The Authority’s mission is to provide this housing within an environment that fosters the advancement of low-income families from a position of dependency to one of self-sufficiency.

Employee Benefits

  • Flex Work Schedule: The Authority works a 9/80-work schedule, Monday–Thursday, and is closed every other Friday.
  • Vacation: Ten days of paid vacation and an additional five days per year of annual leave are provided after completion of 5, 10, 15, and 20 years.
  • Holidays: 15 paid holidays.
  • Sick Leave: 12 days of paid sick leave per year with unlimited accumulation.
  • Management Leave: 60 hours per calendar year.
  • Retirement: The Authority participates in both Social Security and Public Employees’ Retirement System (CalPERS).

  • Disability Leave and Workers’ Compensation: The Authority also participates in the State Disability Insurance Program and the California Housing Workers’ Compensation Authority.

Selection Process

Applications must be received by the above closing date. No postmarks will be accepted. All applications will be reviewed for completeness and satisfaction of minimum qualifications. Those applicants who possess the knowledge, skills, and abilities outlined in the job description will be invited to participate in a competitive written exercise pertinent to the regular functions and tasks of this classification. From those who meet or exceed the qualifications, a final review considering all previous evaluatory factors will determine the finalists who will be invited to appear before an oral interview panel to explore and evaluate the extent of their knowledge, work experience, education, and personal characteristics that are incumbent within this particular job classification.

Possession of the requirements does not necessarily assure an applicant a finalist position. Selected finalists will participate in an interactive process that will evaluate a candidate’s qualifications with the skills, abilities, knowledge, and experience of other finalists, as well as the job requirements of this classification.

Final selection of a qualified candidate shall be from among those appearing before the appraisal panel. Worksite Assignment

Job Description — Director of Housing Programs

Definition

To provide highly responsible administrative and management duties to all Housing Programs administered by the Housing Authority. Administers the Housing Authority’s owned and managed properties and programs. Assures compliance with Federal, State and Local regulations, manages and evaluates subordinate personnel and assures fiscal soundness of the housing programs.

Example of Duties

Responsible for management and oversight of multiple housing programs (Public Housing, HCV, Migrant/Farm Labor Housing). Essential duties include but are not limited to:

  • Maintains satisfactory resident-management relations
  • Makes recommendations for specific needs in connection with preparation of annual operating budgets and operates within budget limitations
  • Oversees preparation and submission of required fiscal and statistical reports
  • Consults with Executive Director on problems relating to finance, liability, personnel, public and resident relations, eligibility problems, operating and administrative policies and procedures, and development of performance standards
  • Directs periodical examinations of resident eligibility factors, fair market rent and utility allowances, and general operations of all housing management activities including marketing, leasing, HQS inspections, lease enforcement, procurement, resident disputes and complaints and maintenance of all records and files pertaining to tenancy, applications, eligibility, re-examination and wait list functions
  • Prepares written reports and recommendations on asset management issues
  • Confers with Executive Director on tenancy and management audit findings, prepares responses, implements and monitors corrective action required
  • Monitors operations to insure high quality living environment at all Housing Authority properties
  • Monitors operations to insure all federal, state and local regulatory requirements are being met
  • Monitors operations to insure assigned programs are operated economically and efficiently with adequate reserve levels
  • Establishes appropriate departmental staffing and service levels; monitors efficiency and effectiveness of service delivery; allocates resources; mentors, motivates and evaluates subordinate staff
  • Provides staff assistance to Executive Director, participates on committees, commissions and boards
  • Performs other related duties as required

Marginal Job Tasks

Authorized representation/travel on behalf of Executive Director; perform occasional manual and clerical tasks; properly operate standard office equipment; audit of office safety programs and on-going education.

Qualifications

Knowledge

Principles and methods of property management; current market and assisted housing trends and community resources; housing and facility inspection procedures, techniques and methodology; proper application and evaluation of HQS; thorough knowledge of local, state and federal laws pertaining to assisted housing programs including health and fire regulations, landlord/tenant regulations, leasing of property, construction processes and real estate development; knowledge of management information systems and principles of supervision, training and performance evaluation.

Ability To

Foster good employee/participant relations; write and speak effectively; lead meetings and conduct trainings; analyze problems; identify alternative solutions; understand and interpret policies, regulations and procedures; appropriately select, train and evaluate staff; prepare clear and concise administrative reports; plan, organize and develop operational and management programs; communicate clearly and concisely both orally and in writing; work with people from varying income levels and cultures.

Skills

Operate computer programs at intermediate level (Windows, email, Excel, PowerPoint, Word). Good time-management skills. Develop and maintain positive work environment; encourage team building; perform complex management functions; demonstrate positive communication, delegation and interpersonal skills. Highly desirable to have bilingual language skills.

Employment Standards

Five years of increasingly responsible asset management experience in property management, or comparable business activities with at least three years of supervisory experience with administrative asset management responsibilities.

Education

College graduate with Bachelor’s Degree (120 semester units or more) from accredited college/university in public administration, business administration, urban planning, human services or related field. One year of relevant experience may substitute for one year of education up to a maximum of four years.

License

Mandatory to possess a valid California Driver’s License.

Certifications

Must have certifications as Public Housing Manager and/or other HCV program certifications such as Executive Manager, Occupancy or HCV and PH Rent Calculations, or be able to obtain such professional certifications.

Other Qualifications

Must verify satisfactory physical condition. ADA compliance. Must be of good moral character. U.S. citizenship or lawful permanent residence required. Exempt Position (FLSA). Rev. 12/19/07.

Regarding Required Drug Testing

Pursuant to the Drug-Free Workplace Act of 1988, the Authority is required to certify its compliance in providing a drug-free workplace that is free from the illegal manufacture, distribution, dispensation, possession, sale and use of illegal drugs, and the use, possession or distribution of alcohol. All applicants who are extended a Conditional Offer of Employment, shall as part of their pre-employment physical, voluntarily submit to blood and/or urine testing for the presence of alcohol or illegal drugs. Refusal to submit to the required drug testing or any other component of the pre-employment physical examination will result in withdrawal of the employment offer.
