Eligibility Specialist II — Housing Authority of the County of Merced

Position Summary

Performs eligibility tasks associated with HCV participants. Finalizes eligibility work-up and prepares the necessary verification, forms and computation to allow continued participation in the program.

Essential Duties & Responsibilities

Determine financial and occupancy eligibility for current participants
Verify eligibility through written documentation, third-party sources, or affidavits
Prepare leases, approval requests, contracts, and related documentation
Conduct Federal Housing Quality Inspections
Negotiate renewal rents within Fair Market Rents guidelines
Prepare rent reasonableness reports
Maintain accurate client and owner files
Input data into computer systems for eligibility and leasing
Conduct annual eligibility re-examinations
Counsel clients on housekeeping standards

Knowledge, Skills & Abilities

General knowledge of the methods, practices and terminology used in filing and office procedures
Ability to operate various office equipment and computer systems
Typing minimum 30 words per minute
Knowledge of HCV Administrative Plan and Federal Housing Quality Standards

Minimum Qualifications

Education

Equivalent to two years of college (48+ units) plus general office experience, OR one year of office/housing inspection work acceptable as equivalent to one year of college coursework.

Experience

Must have successfully functioned in the position of Eligibility Specialist I for a period of twelve (12) months or an equivalent position.

Licenses

Valid California Driver's License with DMV verification.

Other Requirements

Satisfactory pre-employment physical examination. U.S. citizenship or authorized work status. Drug-free status.
